They can turn up at any time but in high summer there will be fewer.

GTY reservations are not at special rates - they are standard rates but without selecting your own cabin. GTY status happens when a certain percentage of cabins in a category are sold.

I think you're talking about VGT rates, those that are discounted. If they are going to show up, it will likely be after the PIF date for each given cruise has passed, but as Disney Fantasy said, during the summer they are harder to come by as many more people can/do take vacation since school is out for most people.
