This.It is. But people seem to feel free to ignore it just like they ignore rules for: no seat saving, adult-only activities/area (not counting walk-throughs on the Dream class...though I maintain unless you are in Concierge, you CAN walk down the hall to the midship elevators), hand-washing, etc.
I didn't know about the rule because I've never seen it enforced unless I called the attention of a lifeguard or CM.
I've seen countless babies with swim/regular diapers in the pool, especially at the Fantasy in Mickey's pool as parents seem to consider it a "splash pool" given that its so small and shallow.
As @Dug720 correctly points out, most parents with babies think their little ones are so special they have the right to bend the rules. This is outright rudeness towards other kids who are potty trained and want to enjoy the pool. If I was DCL I would station a CM at Miickey's pool to make sure the rule is enforced. The health hazard of massive poo residue that diapers create in the pools can't be overstated.
