Gold Annual Pass 13 month activation question

I've heard differing opinions on this, hoping someone can clarify. The GOLD annual pass is currently offering 13 months (instead of 12) if purchased by early January 2017. My question: how long can I wait to activate it and then start the 13 month clock ticking?

If you purchase by 1/3/2017, you should get the 13-months, regardless of the level of AP. You have 18 months from the time you purchase to activate it. I received this information from Disney, and others are reporting the same information on the confirmation of their online purchase.
