Are there any stores that sell Universal gift cards other than in the parks/on-line?

I have not found anywhere that sells them. I plan to order the kids gift cards online.

Kroger sells Universal gift cards.

Yes- the only place I have found that sells UO gift cards is Kroger- both $50 and $100 cards.

Other stores sell park passes, but not gift cards.
