Ghirardelli free sample - gone for good?

I wasn't sure where to ask this question, so mods, feel free to move! We went to Ghirardelli at Disney Springs 3 times this winter (between January and March), and there were no free samples at any time. Is this a temporary pandemic change, or are they gone for good? TIA!

We have a Ghirardelli outlet in my town and they're still doing samples. They're just in a basket at the register.

We were at one in California over Christmas and there were no samples.
