upon boarding, you’ll have access to your cabin at 1:30. On disembarkation morning, your cabin needs to be vacated before 9 AM.
 

We didn't get in until after 2pm on one cruise, but I think they must have had something weird going on that day because they started boarding really late (after 12pm in Port Canaveral) too. I'm thinking either the ship got in late that morning or there was an inspection of some kind that delayed everything.

Yes, sometimes there is a delay of some sort, almost always due to the ship arriving late. Because of that and people disembarking later, the cruise staff needs more time to turn over the rooms. But that is not typical.
 
Boarding was delayed very late due to inspections once and rooms weren’t ready til 2:30
 
1:30 as said above but if you are in Concierge generally get in a bit earlier.
In our experience, Concierge staterooms have always been available upon boarding, including during a B2B. We left around 9, came back around 10:30 and we were in our room until boarding began on the second leg.
