We are a group of 6 heading to PC from Disney. We aren't taking DCL bus ... We have 11am PAT ... If limo won't get us there til after 11 .... Should we rent something - 4 adults 2 children & luggage.
And limo co. Recommended 10 passenger van - really can't see renting one of those ... Opinions and suggestions are greatly appreciated.

Yes they can, in fact due to local law they cant drop off before that.

I see this on the Fl Tours page:
Port Canaveral Rules

Port Canaveral recently passed a new law restricing all transportation companies from dropping passengers off before 11:00 AM. Due to this restriction, FL Tours is unable to pick guests up from the airport or Disney resorts before 10:00 AM.

but not on the Port page.
The port page says:
For your comfort and convenience, please plan to arrive at your cruise terminal no more than 30 minutes prior to the scheduled boarding time for your cruise

I feel some of the limo companies may say that so they can bring people back to MCO or Disney the morning of the cruise before they have to take people to the cruise???

If you try a dummy booking on this site for a Transfer to Port then this comes up.

Also here on these but not explained too well.

I found this on a website that caters to cruise line travel agents only:
Port Authorities do not want us dropping off before 11:00 AM
https://www.cpagenttransfers.com/port-canaveral-transportation.htm

I'm thinking it's not so much a "law" as the Port Authorities are trying to control the flow of traffic.

So when is a Law not a Law?

Can Port Canaveral "pass a law"??

USA people will know better than me but I am going by the exact quote on the FLTours website which says just that...They call it a Law, I assume their land they can do what they like, maybe as part of border control but i am not an expert on USA Law just going exactly by what comes up the words used.

I have to question this as well. Did the Florida State legislature pass this or was it a municipal law that was passed? I don't know enough about Maritime law so I don't know if a Port can pass a law. I can say we have arrived well before 10:30 in a personal car and we have been able to check our bags and park. We haven't been able to enter the port terminal before it opened (10:30 if I member correctly) but we waited in line (after all the people in front of us) and once it opened we all walked in.

It affects private transfers not private cars.

Yes, via personal transportation, you can enter the port area, generally, around 10:15 to park. But, via commercial transportation, it seems, Port Canaveral authorities are requiring them to pay for the privilege to enter and drop off passengers. And they seem to have set the time that they can start doing this at 11:00.

We rented an SUV from MCO, dropped it off at the Port Canaveral car rental office the morning of our cruise and had their shuttle drop us off before our 11:00am. We made our 10:30am port arrival time. There were 2 adults and 2 kids on my party with lots of luggage.

May I ask who you rented from? We're thinking of staying 2 days before our cruise but rent a car a drive down. Would appreciate advice on best rental companies from MCO to the port

So even if we have an 11am PAT, in a private car, we cannot be dropped off before 11am. But if we rent a SUV we can bring it to the car rental place and take their shuttle to the port - lugging all of our luggage and carry-ons?
Now I guess I've got decisions to make ...

I'll just point out that the car rental shuttles also don't start arriving at the terminal until 11:00.

I'd suggest (if you opt for the rental car) that you go to the port, drop bags and everyone but the driver. Then the driver takes the car to the rental office and catches the shuttle back. It's tons easier for one person without bags to get on a shuttle than a whole lot of you with bags trying to be on the same shuttle.

Don't stress over the PAT. They don't let people on the boat until around 11:30 anyway. We just got back yesterday from the Fantasy with an 11:15 PAT and we did a limo from our Disney hotel to the dock. He picked us up at 10 am and we were there about 11ish. It took about 15 minutes to get registered and our group number was 9. They called our number as we were finishing up registration. We were on the boat and on deck 11 for 10 minutes to 12!

Do the limo. It was such a relaxing to/from experience that wasn't that much more than the Disney transfers.

I recommend renting a mini van from MCO and dropping it off at the port. This is much more economical than limo service or DCL bus.
