In the past when I was making a close in reservation or change, Member Services has called Central Reservations and successfully moved available inventory from cash availability to points availability. However when I tried to do it this week, Member Services said they had no idea what I was talking about. The representative said that Cash inventory was never moved for points use.

I'm talking about Hilton Head and had just prior to calling member services checked with Central Reservations to be sure there was vacancy.

Has anyone had recent success in this type transaction?

The only type of cash availbility that can be reclaimed by DVC is when any DVC units, unreservaed on points, are turned over to CRO for cash rentals at 60 days out.

Most cash rooms are NOT the result of the 60 day turnover, but are from member trades to other venues, like the Disney Collection, Buena Vista Trading, or Adventures by Disney. Cash rooms can also result from unsold developers points acquired through ROFR, or the portion of each resort that Disney/DVC retains for maintenance issues. These rooms remain in CRO inventory and can not be reclaimed by DVC members for point reservations.

Does this then mean that Disney would rather have a Cash room go unsold than to transfer for a points reservation?

They get the same return for the villa either way. No money or no money.

The short answer is yes. While for a given situation it may sound dumb, there's more at stake than just that one unit. Just like with the AP discounts, certain expectations get set and affect how many people approach reservations.
