Yes you do. What you won't have is access to purchase ILL$ at 7am if you do plan to buy any of those. That is only available at park open to offsite guests.

Yes. The My Disney Experience app is free, and you can either purchase Genie plus when you buy your park tickets (it is a separate add-on option) or you can buy it for each day individually as midnight the day of/
