General Codes for ANYONE

Is there a general discount code that anyone can use for August? I have a friend who wants to go and they never got an email code. They dont have AAA.

Use them when you call in for pricing. Or if you go to the WDW website and look under Special Offers the deals are also listed there and you can price a stay on there and the codes will already be "built in" - you must go in through the Special Offers section though or it will price out at regular (rack) rates.....

We are going Aug 3-10 and have had our package with Pop Century for months now. When I tried to call and add the general public code, they said they had no rooms available for the code. Can someone explain to me why they can't apply it to the room I have already reserved?
