Good guess Kitts21 but incorrect. I will have to admit this is a hard one so I'll give a few more clues:

1) Is in one of the parks but NOT HS
2) In a spot that would be easy to overlook
3) NOT a boat dock

When you say you're "standing in line" do you mean you're at The World? Very, very jealous if you are!

Very strange light fixture and not one I recall seeing. So I'll just take a "left field" guess...looks like some of the "lights" are out which would lead me to Haunted Mansion or Tower of Terror???
