Denise - That ceiling is in the State Library of Victoria. Once a year, a number of buildings in the city has an Open House day and they open up areas to the public; so of which are not accessible any other time of year. That room in the SLV is one such room and you're not normally allowed to take pictures in the SLV. Its a room that needs to be refurbed.
