GAD ticket upgrade on Blackout day?

We are planning on going to Disneyland on February 13-14 and want to upgrade our voucher for a two-day hopper. Even though these are blackout days for the GAD voucher, would we be able to upgrade to the two day hopper which would not have any blockout days?

No, you wouldn't be able to redeem the voucher at all on a GAD blackout date. You'd have to first redeem the voucher for the ticket before you could then upgrade to a 2-day park ticket, and you can't redeem it on Feb. 13-14.

We are planning a trip to be in the parks Jun 23-25. We are checking into a Good Neighbor hotel on Tuesday evening Jun 22. I was hoping we could walk over that evening (blackout date Jun 22) and purchase our 3 day park hopper using the GAD voucher...but not begin using the ticket until the morning of Jun 23.

Can you purchase a ticket on a blackout date, but not use on the black out date?

No, the voucher has to be used for admission on the day you trade it in. Since June 22 is a blackout date this is not possible.
