What is considered fully vaccinated? If we have the first 2 doses, but chose not to receive the booster are we still considered vaccinated by Disney??

COVID-19 Vaccination​

Learn about the requirements for COVID-19 vaccination at the time of sailing.

Currently, Disney Cruise Line continues to require all vaccine-eligible Guests (based on US eligibility requirements) to be fully vaccinated against COVID-19, as defined by the US Centers for Disease Control and Prevention (CDC), at the time of sailing. This is a requirement for all Guests (US and international) ages 5 and older.

In consideration of guidance from the CDC and the World Health Organization, Disney Cruise Line accepts the following vaccine types: Pfizer, Moderna, Johnson & Johnson, AstraZeneca, Covishield, Novavax, Sinopharm BBIBP-CorV (VeroCell), Sinovac-CoronaVac and Covavaxin (Bharat Biotech).
The Centers for Disease Control and Prevention (CDC) defines fully vaccinated as 14 days after receiving:

• A single dose of an accepted 1-dose vaccine
• The second dose of an accepted 2-dose vaccine
• The full series of an active (not placebo) COVID-19 vaccine in the US-based AstraZeneca or Novavax COVID-19 vaccine trials
• The second dose of any “mix and match” combination of accepted COVID-19 vaccines (administered at least 17 days apart)

Boosters are recommended, but not required by DCL.

Fully-vaccinated = the initial series of vaccine (usually 2 doses unless it's J&J) plus 2 weeks after the last dose. Boosters are commended but not required.

My friend received his first dose of Pfizer 14 months ago. If he gets his second dose now will he be considered fully vaccinated or will he have to get 2 Doses?

Here (hopefully) is the CDC page link. Looks like he will need a second dose (one more shot). Boosters are helpful but not required.

They don't need another dose as there is no vaccine requirement

For sailings departing from the United States and Puerto Rico, Disney Cruise Line no longer requires Guests to be vaccinated and tested for COVID-19. We highly recommend that all Guests become fully vaccinated before sailing and encourage unvaccinated Guests to take a COVID-19 test 2 days prior to their cruise. Please be aware that health and safety measures may change at any time.

Oh, sorry, I looked up Know Before You Go and it still said Vaccines required? Must have been an old page. They are starting to require vaccines or Covid tests from people flying into the US or Canada from China. And depending on when the cruise is, things can change rapidly, so it's not a bad idea?

AND the US still requires foreigners flying into the US to be fully vaccinated.

"Non-U.S. citizen, non-U.S. immigrants: You must show proof of being fully vaccinated with the primary series of an accepted COVID-19 vaccine before you board your flight to the United States. Only limited exceptions apply."

Maybe it depends on port of departure? What about the summer Alaskan cruises out of Vancouver ? We were told we have to show vaccine cards to board the Amtrack in Seattle going to Vancouver.

I would definitely have your cards for Canada. They are more particular than some other places DCL cruises.

You're entering a foreign country and would have to abide by their entry rules. If Canada requires vaccine cards, you need your vaccine cards.
