I'd bring it AND the dog inside
Why not do what they suggest for fish ponds and put a couple of ping-pong balls in the dish? That may only work if the water is deep, but I used it on our bird bath and it never froze over. ( On the other hand maybe there is a risk of the dogs eating/choking on the pin pong balls, so maybe a larger light weight ball would be better)

My friend just told me he found a cat outside his house that apparently froze to death during the night. Pets should be INSIDE the house at night.

I stand by my opinion that if it's cold enough for water to freeze, then it's cold enough for a warm-blooded animal to freeze.
