Can they be turned back on or do I need to buy new?

As long as the chip still works, they can be reactivated. As far as I know, there's only one way to tell... try it

We've used the same cups for 3-4 years in a row now.

I believe they will also replace any 'defective' parts. I'm not sure if they consider a non-functioning chip in a 6 year old cup to be a 'defect', though.
