It was only mailed to Florida residents. You can only redeem them if either your name is on the ticket or your address. You must present a photo ID with either the name or the address.
So if you moved to a new address and got someone else's ticket who used to live there but it's now your address, you could use it if you have photo ID with that address listed. Or if you got one in the mail addressed to you but sent to your old address or your parents address.etc., as long as it has your name on it and you have photo ID, you can use it. They are very strict that the ticket must be redeemed only by the person with that name or the person with that address. They are non-transferable but you can purchase up to 6 tickets for $35 for anyone, but you must pay for them. You can't just hand the coupon to a friend or give them away. After you purchase the tickets, you can give them to anyone though.
