Couldn't they chip seal the parking lot, remove the line item and say that moneys paid to date make us even. The parking lots do not belong to the DVC, they belong to Disney and there has to be a land use charge for DVC to use them in addition to the maintenance charges. I'm guessing that a portion of a cash reservation also goes to use and maintenance.
I would think that if they wanted to start charging for parking they could, and legally there is nothing that we could do to stop it.

Yes, if they removed all of the parking-related charges from our dues then they could begin charging a daily parking fee at the resorts.
For some owners this would probably be a good thing. Those who use DME or otherwise don't have a vehicle on site would see that portion of their dues decrease.
I know this falls under the heading of "never say never" but free parking seems to be such an integral part of the WDW on-site benefits that I can't see Disney charging for it. $15 per day for parking will certainly be the tipping point to drive some folks off-site.
Comparatively speaking, in California they don't have nearly as many hotel rooms to fill and can probably afford to nickel and dime folks a bit more. Especially with DL parking being at such a premium these days.
