Free or cheap clip art?

I've been looking for something to give a very good friend for her 40th birthday and I've been coming up short of ideas. So as I was trolling around I saw some cute wine bottle labels and I thought a bottle of wine with a cute personalized label would be a good idea. Now the one I saw was almost $40 just for the label (which is ridiculous) so I thought I could make one myself using some of my older photoshop software. (Spending that $$ on a the wine is a much better idea to me!) The problem is that I don't really have the kind of clip art that I would want to use (victorian scroll type stuff). I've been doing Google searches for free clip art but everything I find starts making this an expensive project again

So, does anyone know of good free or cheap clip art sites that I can use to create this? I'm willing to spend a few bucks but I don't want to sink a ton of money just into clip art that I will use very infrequently!

Have you looked at pinterest? I found some great downloadable templates there that were free.
