Does anyone know when they usually announce free dining?

They announced it back in August I believe and you had to book it by December 20th. Who knows if they will offer any more dates later in the year or not.

It was already offered for dates extended thru 2011 and had to be booked by Dec 20th ..At this point no one knows if they will offer it again .It was traditionally offered in March/April for dates Aug-Sept but in 2010 they suddenly announced dates that extended well into 2011 ,and those dates included the traditional Aug/Sept timeframes

I am pretty sure they will offer it again-they really must have had some LOW projections for 2011 to offer it so early.

I agree. Never give up hope!
