Its been offered the last few years for travel during late August - mid to late September. Each year the time frame seems to shrink by a week or two. The promo is usually released mid April and lasts until mid June based on availability.

If you have a Disney Visa and your email is listed, they usually send you a heads up about the promo. Also, with the Disney Visa and the free dining promo the first day or two is only available for Disney Visa members to book. (not open to the general public yet)

Previous (General Public) Free Dining Dates:
2006: booking window from 4/4 - 6/4 for stays between 8/20 - 9/30
2007: booking window from 4/12 - 6/24 for stays between 8/26 - 9/22
2008: booking window from 4/10 - 6/22 for stays between 8/24 - 9/20

Since 2005, Disney has been offering Free Dining during the last part of August until the end of September, give or take a few days. It has already been offered to UK visitors for Fall 2009 dates to those who were there at WDW now during Free Dining promo. The free dining offer for the general publice should be announced during the first week of April. The first couple of days it will only be open to Disney Visa holders and then will open up to the general public. The free dining bounceback dates for 2009 are August 23 - October 8 (October 2 - 8 is at regular season room rates). This is actually a bigger FD window than last year. We will just have to wait and see what the general public offer is.
