If we arrive on October 2, 2010 will we still get the free dining plan?

Yes, as long as you book the package. You will get Free Dining for the nights you stay to a max. of 14 (unless you are from UK).

If you're from UK you can book the same package as everyone in the US if you want - but you also have the option of booking through Disney UK where you can get a maximum of 21 nights on free dining (subject to other restrictions though, like no free dining available at value resorts)
