Free dining plan?

I could have sworn I saw posts that meantioned a free dining plan...did I read it right? If so, what is it? How does it work?

A very large, but limited number, of people were offered free dining plans as part of their WDW package last year during slow season. Most people do not think it will be offered again this year.

It wasn't really "free" either. It required folks visit during hurricane season, and pay rack rates. Still a good bargain, but not really free.
