I see Disney offering free dining from Sept 2 to Sept 25 a. I booked timeshare points before offer showed up but I will be staying between those dates, can I still get this offer? Or this offer does not apply to timeshare points?

You can get the offer if you cancel the timeshare points reservation and purchase a non-discounted package. DVC studios start at $313 plus tax per night in September (AKV Value Studio).

You have to pay full room price to get free dining. You will probably still work out cheaper renting points and buying dining

To get free dining, you have to book through Disney. When you rent a reservation on points, you are booking through a private owner and not Disney. This is the reason your stay would not be eligible for the promotion.

As mentioned, you'd have to cancel the room you have currently reserved, and rebook directly with Disney.

It sounds like you booked the DVC room using points from a DVC owner. In that case DVC and the Disney hotels are two totally separate things. Disney hotel promotions do not apply.

Now since you can technically book DVC rooms (points still controlled and owned by Disney) on the Disney website, if that is how you/someone originally booked, and the new free dining promotion is cheaper, then cancel that reservation and make a new reservation at one of the Disney hotels (full price!) to qualify for free dining.
