Free dining not available with 3 kids?

Can anyone tell me why - in a room that sleeps 5 at POR - when you add 2 adults and 2 children you get the free dining offer but when you try to add 2 adults and 3 children (which is in occupancy) the free dining is not available?

Yes - exact same dates; adding the 3rd child takes away the free dining. Very odd - but the same thing happens on all dates as tried a variety
