Yes, it is a general public offer. If you go to the WDW website it should be under Special Offers. Right now it goes through sometime in Fall 2011 I believe, with a lot of black out dates (mostly spring break time and summer).

The other poster is right and there are very specific dates for the free dining offer. Usually, you don't get dates that are popular like president's day time, spring breaks, etc.

All dates for free dining currently available in 2010-2011 are listed in this post on the restaurant board (probably on this board too but I don't know where). You must book by 12/20 to take advantage of the current offer. Yes, this offer is available to the general public. It is subject to availability at specific resorts (only a certain number of rooms is allocated to the promotion; the resort you want must have promotion rooms available at the time you book for the dates you want)

Note that your check-in date must be during a promotion period - if it isn't, you're not eligible for the promotion at all.
