I don't want to get a visa (I hate credit cards) and wondered if it's risky to wait to get the free dining that is "open" to the public? And does anyone know when that is? Does anyone think that it's too risky and I should just get the visa and be done with it?

Well, at this point it's really too late. The best they could do is send your card 2 day priority; by the time they process the application, make the card, and mail it, it will be at least Thursday. My understanding is that they hold some rooms back for general public. You should be fine.

I'm booking Thursday. Should be ok unless you have your heart set on one particular resort. I just booked my dining ressies and it looks wide open! I am predicting first and last week to be busy.

You should be fine! Just be prepared to be flexible on your dates and/or preferred resort.
