Free dining available when staying on DVC points?

Does anyone know if the free dining plan promotion is available when staying on DVC points?

I'm weighing the pros and cons of renting points and paying for DDP or taking advantage of the free dining plan and staying at Saratoga Springs or a moderate (I'm helping my friend's DD plan a trip in August). But she wants to go around the 11th. I saw on here where the package w/free dining starts at $104/night at Saratoga Springs (or something close to that). I'm waiting on a quote for the package w/free dining and waiting for someone to help me w/points and see which would be best. I still think doing the DVC & paying for DDP is best esp if they can stay at Beach Club vs a mod resort.

That's $104 PER PERSON per night, based on - I think - a family of four: Two adults, one "junior" between 10 and 17, and one child.
