My family will be arriving for a package stay including dining and tickets on November 16th. We also have a room only booked separately for November 15th (our travel day). Can we begin booking FP+ for our package stay a day earlier since we have a room only on November 15th? Or is the 60 day window from the start date of the package stay?

Edit:
1. You can START BOOKING 60 days before your first (RO) stay. BUT-
2. You can't book FP+ FOR USE on that first day, the day before your package begins.

The PACKAGE TICKETS won't allow booking FOR USE on park days prior to your check-in date.
HOWEVER, once you get to WDW, you CAN go to any Guest Relations and have
your Package Tickets ACTIVATED (up to 10 days before your Package Check-in date.)
You can then make FP+ reservations for any day(s) prior to your Package Check-in date.
And, you can upgrade your package tickets (up to a total of 10 days, or to an AP) at that time.

No, your tickets are associated with the second stay. You will be able to activate them a day early, but you will not be able to book FP for that day in advance.
 
From the FP FAQ Split Stays post:
RO Stay followed by Package Stay. The 60-day FP booking window will open at 60 days before the check-in date of the first (RO) stay and will extend until the checkout date of the second (package) stay. FPs can be booked for the package stay only; FPs cannot be booked for the room-only stay until tickets are activated at Guest Relations.
 

So, to translate Mesa -
You'll be able to reserve your FPs 61 days before your package room check in date ... but you won't be able to select FPs for the day of your RO stay.
