There are pros and cons to each of the options depending on your touring strategy, and my reaction to them would depend on how they would be related to being able to make FP+ reservations in more than one park (which I understand was also addressed in the survey).
For people who plan to spend all day in one park, the first option would clearly be the best, especially if you could get another FP after you use that "revolving" 4th one. All you would have to do is make 1 FP+ reservation for the first hour, use it quickly, and then grab that 4th FP and revolve it the rest of the day.
For people who like to park hop, the optimum strategy for FP+ as currently structured is to make FP+ reservations for the late afternoon and evening in the second park and arrive at opening at the first park and do as much as possible before lines build up. I don't think any of these options would change that.
Using this approach, an option that requires you to use one (much less all 3) of the FP+ reservations before getting another one would basically be useless. If the system allowed you to make 1 reservation at one park and 2 in another, then the approach of getting a 4th one after using one could work OK.
Each of the options has shortcomings. The one about getting a new FP after 1 PM probably couldn't work if it meant that EVERYONE would be able to make that 4th reservation at the same time. It's hard to see how the system and the kiosks could handle that crush. I suspect that the 1 PM option is just an example, and that not everyone would have the same time. This could be a way that Disney could reward onsite guests by giving them an earlier time to get that 4th "revolving" FP. The times could be staggered further based on the level of resort.
I would have to see how it develops, but I would probably still be inclined to make my FP+ reservations in the late afternoon and evening instead of arbitrarily making them earlier in the day just to get another one. Especially at the busiest times of the year (when we usually have to travel), the availability of those same day FPs may be pretty limited.
I know that one of the mantras of the fans of the paper FP system is that "6 is greater than 3". But, I would rather have 3 FPs for attractions of my choice at times of my choice when lines are likely to be long than to have 6 FPs for things that I am less interested in at times that may not be convenient. Making FP+ reservations for the first hour or two after opening when lines are likely to be short just to be able to get another FP doesn't make sense to me. I think you could easily end up with more FPs, but less overall value. Kind of like getting 6 $20 bills instead of 3 $50's.
