The kiosks are only at the parks. However you can use the resort wifi if you want to access the app at your resort from your mobile device/laptop to make changes or reservations

When we were there in dec/jan I saw some people setting it up with cast members at the desk because they needed "help". But did not see any stand alone kiosk at any resort.
On a side note has anyone seen a map that shows where the kiosks are in the parks ?
In theory yes. The app has not been without its own glitches, but it is functioning that way for the most part and they are working on improving the speed of the page loads etc - apparently.
