FP for kids too short to ride

We will have 9 people with tickets in our family traveling together. They've asked me to make all the FP reservations and will be happy with whatever we get.

So if I make FP for all 9 for FoP...but only the 6 adults are tall enough to ride, can 3 of the 6 adults return in the window and ride it again using the three kids' MB/FP?

OR should we do rider swap so as not to intentionally take up 3 FP that we know can't be used? (I don't totally get how RS works but I can read up on it). I don't want to cheat the system - just wanting to understand how this works with kids who are too short.

Yes, we've done this several times. The older kids use the younger kids' magic bands to get a second ride on Space Mtn, Everest, etc. However, now that the youngest has finally reached 44", their extra bonus rides are starting to come to an end!

You could do rider swap and save the kids' FP for a different ride, but then one of the adults would have to sacrifice his/her FOP FP to take the kids on a different ride.

I would just do rider swap, some of the adults could ride again anyway. or...have all the adults have a FP. Split group into two ( 3 adults, 2 kids, and 3 and 1) giving you two rider swaps. Then the adults that sat out ride with their FP. Come back later with rider swap and ride again one group at a time as each rider swap is good for up to 3 people.

How old are the kids who are too short? What will they do do while everyone else is on the big ride? My son, now 6 and 49" tall, still won't ride roller coasters. We book FP for two different rides at the same time - I'll take DS on Buzz Lightyear and DH takes DD on space mtn, for example. It seems more fair to DS this way.
