FOTL question...m

Do you have to have a package at a Universal resort to get FOTL or do you just have to be staying at the resort? I'm considering buying Ap's but I want to make sure we'd still get FOTL if we stay at HRH.

You just have to be staying at one of the resorts--no package required.
