FOTL and the best way to use it

I have read that front of the line policy changes based on how busy the parks are. We will be staying at Royal Pacific in Feb. If anyone can tell me the current front of the line policy or your experiences or how you feel is the best way to utilize it, I would appreciate it.

We were there this past July when the "restrictions" were supposed to be enforced. The only place our room key was scanned was the Mummy. They put the supposed restrictions in place to keep the wait in express lines reasonable during "Peak season".
February certainly is not a peak season. You will be able to sleep in and not worry at about seeing everything you want with very little (if any) wait.
 
I have never been during Peak season . We were thinking of going during the summer. What would be an average expected wait time using FOTL not on the weekends.
 
We've been there a couple times during the VERY busy July 4th week. We never waited more than about 15 or 20 minutes unless there was a malfunction with an attraction. Most times we hardly waited at all. This past summer we were there in the middle of July. The only place we waited more than ten minutes was the Mummy. Staying on site is definitely the way to go!

One tip that I would offer is for Pteranadon Flyers. This is not a FOTL attraction but it is worth visiting if you do not have to wait in line. This could easily be the slowest loading attraction at any theme park, anywhere! The key is to get to this attraction within the first half hour after opening. The ride usually requires that you have a kid with you to be able to ride. They waive this requirement 1st thing in the morning. My kids have been able to ride this 3 times in a row without getting off before a queue built. Another reason to ride this is that it will probably be the next ride to be discontinued.
Another tip is for Shrek. Go directly to the attractions entrance and show your room key to a Henchman. They will show you the access to the hotel express queue.
 
Hotel express works but the Universal Express has been discontinued for Shrek. I've been told that they are going to open another theater for Shrek doubling the number of people it can serve.

There is no Express Entrance marked, but if you are staying on site, go to the left side of the theater (while facing the theater) and show your room key and they will let you in the "special line".
