We are on a 4 night cruise next March, 1st one, and wondering if every night is formal attire? Or which one if any? I am trying to keep this all a surprise for the whole family, but my wife might get wondering why I am packing so many dresses for her for her "beach vacation".

There are no "formal" nights on a 4 night cruise. There is one "Dress Up Optional" night, but as with all the nights onboard, it's also Cruise Casual. There really is no dress code for the Main Dining rooms, except for no swimwear or tank tops for dinner, please. Beyond that, you'll see all manner of dress for dinner.

What about a long maxi dress that has a tank style at top? Is that considering a no go?

There's been some discussion as to what constitutes "tank top". For the most part, those men's sleeveless jersey shirts (often called "wife beaters" or "muscle shirt") are thought to be what's being addressed here.

Generally a woman's sleeveless top isn't really a "tank top".

Thanks, both of you. What about in Palo? Thinking maybe a brunch there.
What about in Palo? The dress code there is:
We recommend dress pants or slacks and a collared shirt for men, and a dress, skirt or pants and a blouse for women. Jeans may also be worn if in good condition (no holes). Please no tank tops, swimsuits, swimsuit cover-ups, shorts, hats, cut-offs, torn clothing, t-shirts with offensive language and/or graphics, flip-flops or tennis shoes.

There is no distinction between brunch and dinner dress on the website.
