Can I enter the IT field if I have a college degree in a non-IT field? Is having the proper certifications enough to get into the IT field without a computer science degree?
 
It depends on how good you are. Are you looking for a systems admin kind of position or a coding position? Either way, you're likely to have to start at the bottom (either support or quality assurance) unless you have some good contacts already in IT positions.

But I know several people either with non-CS degrees or no degree at all who do quite well as programmers and systems administrators.

that's what DH says you need the skills not the paper in IT
He has a healthcare administration degree and ended up in IT
also if you are doing web design it helps to have a portfolio of your work, even if its imaginary companies
