when they offer free dining is it just the basic dining plan or is the delux included?

for the current free dining promotion 8/15-10/2, you get the quick service dining plan if staying at a value resort (but you can upgrade to basic dining plan) - if you're staying at a moderate or deluxe you get the basic dining plan

I believe you can upgrade to whichever you want by just paying the difference.

That is correct. Upgrade costs are:

QSDP --> DDP: Adult $10/pp/night, Child $2/pp/night
DDP --> DxDP: Adult $30/pp/night, Child $9/pp/night

If upgrading from QSDP to DxDP, add both costs together.

No appetizers on the basic plan in most instances. Otherwise, you can order whatever entree or dessert is on the menu.
