Are the food booths at the F&W open and serving from 11am on till park closing?

Yep till park close and no it doesnt include EMH.

I was at Epcot tuesday 10/4 EMH for Epcot, we weren't staying at a Disney hotel but we stuck around till like 10 pm and I saw the F & W booths still open.
