I'm sure this might make me unpopular with other guests but do I technically have to fold my stroller to get it onto the monorail? I'm wondering if my kid is sleeping, can I "technically" just stroll him on?

On monorail and boats, strollers do not have to be folded, on buses they do.

I always use my judgment. If the monorail is super-crowded and my stroller is huge, I fold it. If the monorail has plenty of available space, I usually don't fold it even if there is no kid using it at the time.

Usually you can just roll your stroller on. If it is very very busy they may ask you to fold it up. If you do roll the stroller on, please make sure your children stay in it. You would think that would be a no brainer, but sometimes people just don't think.

You do have to fold it on the small boats, but not on the MK ferry.

Yep, the smaller resort launches require the stroller to be folded. This is the type of small launch that goes between GF-Poly and MK. They have no space for unfolded strollers.
