Just wondering when they usually decide to cancel the FOF parade? We were waiting today and really disappointed when they announced at 3pm that is was cancelled. Is it usually cancelled then or earlier?

No "usually."
It all depends on what the weather is doing.

agree - I've seen them call it very early with significant notice and I've seen them call it last minute. On one trip it looked like they were not going to go but they finally did about 3:10 (we were in Frontierland at the starting point).....we saw the whole parade before it bucketed rain! I talked to some CMs and they told us that the characters / dancers that could peeled off at the Hub to get under cover. Everyone on the floats had to ride it out.

We were waiting for the parade this week in frontier land. They didn't make the announcement it was cancelled until 3 pm and announced the rainy day parade at the same time.

Disney will wait until the last minute if there might be a chance that the rain will clear up enough to continue with the parade. I was there once when the CMs were telling people they were welcome to wait in the drizzle but that the parade would likely be cancelled. Many people left their spots on this advice. But in the end they didn't cancel it, but started it a few minutes late.

While I totally understand your frustration (we had FP last year and it was cancelled, that was double frustration!)....but the alternative is that they cancel it an hour before start time so that people don't line up....and then the weather clears and they could have done it, but hey, it's already cancelled, too much chaos to try to get it going again.

This is also why we tend to try to do the parades and fireworks early in our visit....so if something happens we still have time to try again.

Is the parade cancelled if there is any sort of precipitation? Does the rain need to have stopped for a certain amount of time before the parade is a go?

I don't think anyone here knows the magic formula. The determining factor is usually how wet the route is and the potential danger that would present to the performers. I'm sure Disney does all it can to get the parade going if possible, but if it is certain the day will be rainy they are likely to call it earlier.

If it is safe to send out character performers, a Rainy Day Calvacade will occur along the route instead of the floats. Performers in rain gear walk the route and performers in costumes that can't get wet ride along in a trolley or bus.

Only when it's determined that it's unsafe to send anyone out, they will cancel the parade.
