This past April, we had 7:05 reservations at the Flying and made it back to EPCOT to catch Illuminations, with about 10 minutes to spare. We did skip dessert, though, and the choice viewing spots were gone.
Illuminations is almost always at 9:00 pm. You can still make it back to Epcot in time with a 7:10 reservation, but you won't want to be too leisurely with your meal.

You should make it back in time (the extra half hour due to CP will benefit you a lot), but you might feel rushed and you might rush your meal. How big is your party? My girlfriend and I have had 7:15 ADR's and been out by 8:30, that is with ordering apps., entrees and splitting dessert (the carmelized banana napoleon may be the best dessert on property). The more people in your party the longer your meal will take. Also, walking back usually takes less time than the boat, so that could also cut down a few minutes.
If you're worried, show up early. FF has always been nice about working us in when we have been too hungry to wait. But then, we are usually a party of 2 or 3. Couldn't hurt to stop by and ask. Sometimes they even work us in at the bar, which is fun.
