I heard we will have to get our tickets once we get there since my parents will get a discount on their tickets too and we can't get the dining plan since it has to be purchased 3 days before arrival?

Staying in one room will mean that you will pay anywhere from $15-$25 extra per adult, per night for any number of people over the age of 18 that exceeds 2. It will still be less expensive than getting another room but not by much in the case of Value Resorts. There are exceptions (suites and villas), but regular rooms are subject to the additional charge.
You don't need to wait until you arrive to purchase tickets. In fact, it's probably a good idea to get them in advance so that they can be added to your MDE account. Doing this will enable you to schedule your FP+ up to 60 days in advance when staying onsite. You can purchase them over the phone or the internet. You don't even have to buy them from Disney. There are a number of legitimate ticket resellers who will sell and ship to Canadians.
The dining plan can be added prior to arrival but not after you get there. You must have a package to do it. A room-only reservation does not qualify. In most cases, you must purchase tickets + room to make it a package but there are exceptions: staying in a DVC room on points, AP holders and military salute reservations. I don't think that FL resident room discounts qualify.
So if my parents book room only and we all stay in the same room and get discount we can't book tickets and dining since my parents are Florida residents and we are not, right?
Is it possible to call and book room with Florida discount and them book tickets separately over the phone since my parents are Florida residents?
