Florida resident tickets but not FL resident?

I have a friend who wants to go to Disney for the first time. She is always looking to save money and said that she has family in Florida and was thinking they could get them Florida resident tickets (she does NOT live in Florida). I told her I was pretty sure you couldn't do that but was looking for something more concrete. I went on Disney.com and it looks like you have to sign in to buy Florida resident tickets. I would assume they'd have some way of blocking adding Florida resident tickets to a room reservation made by someone else, right?

Just to be clear, I think it's a cheap and dishonest thing to try to do (heck, we visited my Great Uncle in Florida and went to Disney dozens of times and this never even crossed our minds!). I want to give her an answer other than "you can't do that." Am I right? They would have to have some good way of blocking this kind of thing, right?

You need to show valid FL residence information when redeeming the tickets.

From the ticket purchase page:

For Florida resident tickets, all adults will need to show proof of Florida residency at park entrance.

You don't actually get a ticket when you buy them online. You get a voucher and then have to show ID to turn the voucher into a ticket.
