If DCL is offering a Florida Resident special, then it can be booked via a TA (including Costco) or direct through DCL. I believe you must provide proof of residency within a specified period of time (maybe 3 days or something).
Yes! I just booked mine yesterday for September. I had to call Costco Travel directly, though. They did not list the FLR rate on their website. Same exact price if I would have booked through DCL directly. Was able to purchase DCL insurance & will receive a $230 Costcto Cash Card 2-3 days after sailing. Can't go wrong there!
