Florida/Georgia resident rates

When Florida resident rates are offered, are Georgia rates offered at the same time and rates? Or, are Florida rates offered at some times, then at other times, both Florida and Georgia rates are offered together? Thanks

I believe that GA residents are always entitled to the FLO discount whenever it is available.
