Florida Car Seat Laws???

Can anyone tell me about Florida Child Seat laws? At what height/weight does a child need to still be in a booster seat?

My DD is 4 yrs old, about 40" and weighs about 39-40 lbs. I need to know whether we need a car seat, or she can use regular seat belts.
 
Children must use a carseat until they reach 4 years and 40lbs. This from the NHSTA 2001 State Guidelines.

Then I heard here that Florida's new child seat law as of July 1 will be either 9 years of age or 4 foot 9 inches in height, but Governor Bush vetoed it, so no need to worry about having to bring the booster seat along.

This law will not be going into effect this summer.
