I think that the dress code is referring to shower/beach flip-flops, and not the dressy type that you see in fashion now. If your flip flop has a heel, has embellishments, does not have a foam sole and is not made of plastic, then you have transcended the flip flop, and have become a dressy shoe with a strap between the toe.
This flip flop- is a no go
this "flip flop" is fine
because, seriously what is the difference between the above picture and this one- other than a strap between the toe (and obviously one a is wedge and one is a kitten heel, but use your imagination)
