I make these for my dd 6 to wear to cheerleading. Buy some fabric in the colors you want (about 1/2 yard each in 2-3 colors so about 1.5-2 yds total will be more than enough depending on the shoe size of your flip flops) Better to have more than run out. Cut the fabric into strips about 1" wide and 6" long (you do not have to be exact-varied is actually a better end result). I cut my fabric with pinking shears so that the edges don't frey, but it isn't a big deal if you don't. Simply tie each strip around the side of the flop (I do right over left and under, left over right and under). Tie and push it toward the toe, tie the next strip and push toward the toe until the one "arm" of the flop is done, then repeat down the other side. The tighter you pack the arms the more full they will be. Once they are done you can trim the length of the strips if they are too long (you don't want them too long or the kids trip on them).
