Flight of Passage rope drop without early entry?

We're heading to AK early May. AK opens at 9am that day and we are not staying on resort. Is it worth heading straight to Flight of Passage at 9am rope drop or will it be packed?

I was thinking FoP -> Navi River Journey -> Killamanjaro Safaries -> Tusker House lunch to start the day. If we can pull that off would 11:30am or 12:20pm reservation at Tusker House be more likely to be timed right?
 
I've never done rope drop, but we have gotten in line for FOP around 5 minutes before closing. Wait was 30/40 minutes or so then.
 
We did RD WITH early entry one morning. We weren't right at the front of the pack (we were back by the ticket booths before RD, and it still took us almost an hour to walk back, join the already long line, which extended almost all the way down to FOTLK area, WALK back through that long line (it never stopped, since it was early), get a room assignment, ride, and exit. It wasn't enjoyable for us. We'd probably have had to arrive at least 45 minutes earlier than we did in order for it to be a true walk-on at that time. If you don't have EE, I can't imagine how long it'd take for you to experience this.
 

If you RD without EE, it is rare to be able have a wait under 90 minutes. Often closer to 120 minutes.
I would expect Navi to be 60+.
Going straight to Safari, you might get a 30 minute wait as the ride opens at park opening.
 
I'm in the same position but will be there March 15. Based on data fron first week of January(which I'm thinking will be comperable), ILL$ will not be available without some refresh luck.

Agree, if you can get it, ILL$ is your best bet and then RD Safari. If not, try FoP at closing.
