Not sure if this is always the case but.... we passed FJ at 5:00 on May 5th the wait was 45 mins. Since we are not big Harry Potter fans, we explored the area a bit, rode the Hippograf ride then passed FJ again at 6:00....wait time 20 mins. This time we went in. The "wait" was walking through the castle. We took a lot of pictures since there was no one really in the castle. Perfect experience considering the wait times I have seen reported.

Also--NO FLAMES--as I did not do this, but apparently some people have found a loop in the baby swap at FJ where you can just keep switching.
 
I'm guessing the park closed about 7 that day. I believe were in a short off-season now and what you saw for FJ wait times is not unusual.

As for the "loophole", I could see this working if the TMs switched off in the 4-5 minutes it takes to ride. Otherwise it's not that big a loophole.
